The Fastest Path to Cyber Workforce Compliance Already Exists: Digital University

For the Department of War, achieving cyber workforce compliance is critical as two statutory training deadlines rapidly approach. DoW 8140 requires roughly 225,000 cyberspace workforce positions, spanning IT, cyberspace effects, intelligence, and cyber enabler roles, to be qualified against the Cyber Workforce Framework.

The deadline for the remaining workforce elements was February 15, 2026. That date passed, with compliance across the Department still uneven. A second deadline is now running right behind it. Section 1515 of the FY2026 NDAA requires the Department to revise mandatory annual cybersecurity training to address AI specific risks within one year of enactment, due around December 18, 2026.

Congress set these deadlines for a specific reason. A workforce that is not trained is a workforce that cannot defend the mission. Every month spent debating how to deliver that training is a month spent leaving critical networks, and the people who depend on them, exposed.

The Risk of Integrating Unproven Platforms

The plan under consideration to meet these deadlines is to integrate three separate commercial platforms into a new enterprise learning management system, with 8140 training as its first deployment.

That ambition, a single modern training system for the Total Force, is worth pursuing. The trouble is timing. Merging three distinct commercial products into one working system is itself a substantial development effort, carrying its own integration risk and its own accreditation timeline.

  • Accreditation Gaps: Products that are individually accredited do not inherit that accreditation once combined.
  • Integration Delays: Betting an already missed deadline, and the one right behind it, on an unproven integration risks repeating the same failure twice.

Digital University: The Fielded Solution for Cyber Workforce Compliance

There is a faster and lower risk path available today. Digital University already exists, already accredited, and already aligned to DoW 8140, the Cyber Workforce Framework, CMMC, and DAWIA. It already serves more than 232,000 learners across over 35 DoW organizations on both unclassified and classified networks. This is not a hypothetical alternative. It is fielded capability sitting ready to use.

This naturally leads to the question: “has Digital University already been tested competitively?”

The Space Force’s STARCOM ran a market survey in 2023 evaluating 29 vendor responses, including major commercial platforms and systems integrators. The leading commercial alternatives scored low on user interface, scalability, and data mobility, with no path to classified networks. Digital University scored high across the same criteria and was the selected approach.

Federal acquisition policy points the same direction:

  • DoDI 5000.87 favors extending existing enterprise services over building new software from scratch.
  • OMB Memorandum M-16-21 requires an alternatives analysis demonstrating a preference for existing government owned solutions before acquiring or building anything new.

Meeting Deadlines While Building the Future

The Department does not have to choose between meeting its deadlines and building the enterprise training system it wants.

The fastest way to get there is to deploy 8140 training now on Digital University, meet the statutory deadlines already at risk, and let that rollout prove out the platform at scale. Digital University is not just the right choice for 8140. The evidence already points to it as the strongest foundation for the Department’s broader enterprise learning system as well.
