The Strategic Basing Process is a process in which the USAF manages its resources and installations worldwide, involving a myriad of stakeholders. In the past, this process was managed completely manually – resulting in fragmented data, manual effort, and lack of visibility between leadership and Congress.

These problems led to the birth of SABER: A central source-of-truth for the Strategic Basing Process that consolidates it into a smooth, easy-to-use interface, allowing stakeholders to seamlessly collaborate under one platform. SABER features direct access to Basing Actions, consolidated documents and attachments, automated report creation, and more features made specifically to address the biggest pain points of the past.

Today, SABER is utilized by over 20+ teams, comprising over 300 members of the Military. As of 2025, it is tracking the day-to-day of over 60 concurrent actions which involve USAF installations domestically and worldwide.

SABER was developed with OMNI’s proven development approach, centering the design around the customer’s needs, informed by their direct feedback. This included demystifying the Strategic Basing Process in collaboration with USAF, then conducting usability testing with Action Officers of varying altitudes to inform the design of features.

Strategic Basing, Simplified:

SABER is a secure web application hosted on the Air Force Cloud One IL-4 Environment. 

Capabilities include: 

  • Basing Actions Management: Actions can be viewed at varying altitudes inside SABER. You can view the macro details in a table view, or dig into more granularity by viewing an Action’s individual details.
  • Document Consolidation: Required Documents for an Action can be uploaded and saved to their respective actions inside SABER and additional documents can also be added as-needed. No more hunting down documents from multiple sources!
  • Clarity on Next Steps: SABER tracks where exactly an action is in the process, its historical contents from previous phases, and what the last communication to Congress was. Members of SAF can enter notes detailing an action’s lifecycle as it progresses.
  • Automated Stakeholder Reports: Briefing Materials and Briefs to Congress can be automatically created in a few simple clicks, directly powered by the data stored inside SABER.
