SBIR Direct Awards & Contracting Pathways

OMNI’s success in the Small Business Innovation Research (SBIR) program is defined by our ability to build upon 15 successful Phase I and Phase II projects and transition those efforts into 8 Phase III technologies through Direct Awards. OMNI’s strong foundation of early-stage research and development has produced a broad portfolio of post-competition-satisfied capabilities derived from SBIR technologies, advancing decision support, data engineering, and secure digital-modernization efforts aligned with Government and DoW priorities. Building on these capabilities, OMNI consistently enables customers to move beyond research and prototyping and into production, sustainment, and mission execution through compliant, competition-satisfied acquisition pathways that preserve prior investments, reduce acquisition risk, and sustain proven teams, tools, and processes.

Direct Award Process

OMNI supports Federal and DoW customers throughout the Direct Award contracting process, providing a streamlined, compliant path from innovation to execution:

1. Discuss Mission Needs and Requirements

The Government and OMNI collaborate to identify mission needs, operational gaps, and desired outcomes. This discussion focuses on how post-competition satisfied capabilities can address validated requirements without restarting research or prototyping efforts.

2. Define Scope of Work

OMNI works with Government stakeholders to define the scope of work by mapping mission requirements to OMNI’s post-competition satisfied capabilities. This step establishes technical objectives, performance expectations, and alignment with capabilities ready for operational use.

3. Initiate Direct Award

The Government initiates the planning of a new SBIR Phase III contract or uses one that is currently in place.

4. Identify Contracting Office and Contracting Officer

The appropriate contracting office and contracting officer are identified to execute the Direct Award. OMNI supports coordination to ensure alignment with agency-specific acquisition processes and timelines.

5. Refine the Performance Work Statement (PWS)

The Government and OMNI collaboratively refine the PWS and confirm the contract type best suited to mission needs. The sole-source nature of Direct Awards enables direct coordination to finalize scope, pricing structure, and delivery approach.

6. Award the Direct Award Contract

The contracting office completes award actions, which may include proposal submission, negotiations, and final award documentation. This step transitions the effort from planning into execution.

7. Execute and Sustain Mission Capabilities

OMNI executes the Direct Award contract, delivering production, sustainment, and operational support. Throughout execution, OMNI maintains continuity of personnel, tools, and processes to reduce risk and accelerate mission outcomes.

OMNI enables Government and DoW customers to capitalize on prior SBIR investments by transitioning SBIR-derived capabilities into mission-ready solutions through SBIR Phase III Direct Awards. With experience supporting these capabilities beyond research and prototyping, OMNI offers flexible contracting options to support evolving mission requirements.

SBIR Phase III Contract Vehicles:

OMNI has established multiple SBIR Phase III contracting vehicles that enable Federal and DoW customers to rapidly acquire post-competition satisfied capabilities without restarting the acquisition process. In addition to leveraging existing OMNI Phase III vehicles, customers may execute Direct Awards through their own contracting offices using agency-specific vehicles, or establish new vehicles such as a Basic Ordering Agreement (BOA) or Indefinite Delivery Indefinite Quantity (IDIQ) contract. This flexibility allows customers to select the contracting approach that best aligns with mission needs, timelines, and acquisition strategies while maintaining full compliance with applicable acquisition authorities.

DoW-Wide SBIR Phase III Basic Ordering Agreement (BOA)

The BOA incorporates 7 SBIR-developed technologies, enhancing procurement efficiency and facilitating rapid project initiation, typically achieving award timeframes of 2-6 weeks. This DoW-wide BOA allows for decentralized contracting authority, enabling organizations across the DoW to issue their own individual task orders without the need for MIPR funds. Utilizing the BOA provides access to established expertise, reduces operational risks, and fulfills competition requirements, thereby satisfying a J&A. Furthermore, it offers an unlimited ceiling, enabling flexible and scalable project execution.

Digital University, SBIR Phase III IDIQ

The Digital University (DU) SBIR Phase III IDIQ is a contract vehicle providing continued support for Air Force, Space Force, and DoW-wide customer requirements for digital literacy and digital training. Customers can use this vehicle to access training courses and assets, including Artificial Intelligence and Machine Learning needs, Enterprise Digital Badging, DevSecOps Learning Paths, Gamification, and a Digital Learning Sandbox
